Army Probes Alleged Killing of Abdulrahman Mustapha, Cites Possible Terror Links

The Headquarters Theatre Command of Operation HADIN KAI has launched an investigation into allegations that troops were involved in the fatal shooting of a civilian in Maiduguri, even as it raised concerns about possible security threats linked to the incident.

In a statement issued on Wednesday, the military said it was responding to social media reports claiming that soldiers shot and killed one Abdulrahman Mustapha, also known as Abchin, on March 22 near the Federal High Court area in Maiduguri. The reports described the incident as an extrajudicial killing, alleging that the victim was unarmed and returning from a Sallah visit.

However, the Theatre Command described the allegations as serious but cautioned that preliminary findings suggest the situation may be more complex than initially portrayed.

According to the statement, the incident occurred at about 11:40 p.m., and early operational indicators point to possible security implications. The military said it is conducting a “comprehensive and impartial investigation” to determine the circumstances surrounding the shooting, including whether troops acted in line with established rules of engagement.

The Command disclosed that initial reports indicate the individual may have been part of a reconnaissance unit or sleeper cell linked to Boko Haram or Islamic State West Africa Province (ISWAP).

It further alleged that the deceased attempted to seize a soldier’s rifle—an act it described as a direct threat to military personnel. Additionally, authorities claimed he was found with multiple identification cards bearing different names, including one from the Niger Republic, raising suspicions of cross-border activity or the use of false identities.

The statement also said the individual was reportedly in possession of a bottle of Tutolin syrup and substances suspected to be cannabis. He was allegedly accompanied by two unidentified women who fled the scene and are currently being sought by security forces.

Eyewitnesses were also quoted as saying the individual’s movements prior to the incident appeared suspicious, prompting a distress call to a nearby military post.

Despite these claims, the military emphasized that the details remain preliminary and subject to verification. It assured the public that due process would be followed and that the outcome of the investigation would be handled in accordance with the law.

“The findings will clarify the sequence of events and the actions of all parties involved,” the statement said.

The Command reiterated its commitment to professionalism, accountability, and the protection of human rights, while continuing its counterinsurgency operations in the North-East.
