Biden Greenlights Major U.S.-Cyprus Military Partnership

Outgoing U.S. President Joe Biden has signed an executive order granting the Republic of Cyprus access to three critical U.S. military programmes, marking a significant milestone in bilateral relations.

According to Greek media outlet ERTNews, Cyprus is now part of the Foreign Military Sales (FMS), Excess Defence Articles (EDA), and Title 10 Security Cooperation programmes. These initiatives are expected to enhance defence collaboration, boost operational compatibility, and strengthen security ties between the two nations.

“This move is particularly important for Cyprus,” ERTNews reported, noting its potential to modernise the republic’s defence capabilities.

Under the FMS programme, the U.S. can transfer defence articles, services, and training to international partners. The EDA programme enables foreign governments or international organisations to receive surplus U.S. defence equipment, while the Title 10 programme facilitates the development of new capabilities for foreign security forces.

Officials in Washington have reportedly welcomed the expanded cooperation, describing it as a framework for creating a new security architecture in the region, with Cyprus positioned to play a pivotal role.

The development builds on recent progress in U.S.-Cyprus relations. In October 2024, the two nations launched a Strategic Dialogue, and in September, they signed a roadmap for defence cooperation covering 2024 to 2029.

Cypriot President Nikos Christodoulides has been a vocal advocate for closer U.S.-Cyprus ties and has expressed strong support for NATO membership. “Cyprus would join NATO tomorrow if it were possible,” Christodoulides declared in December.

This partnership underscores a shared commitment to regional stability and security, setting the stage for deeper collaboration in the years ahead.
