Chief of Defence Staff (CDS), Gen. Christopher Musa, has called for innovative, localized, and people-focused measures to counter evolving global security threats effectively.
Speaking through Brig.-Gen. Yusuf Ali, Director of Intelligence and Security at Defence Headquarters, Musa made the remarks during the launch of a workshop titled “Crisis Mitigation Centre-LW3098: Guidelines and Manual to Counter-Terrorism and Prevent Crime” in Abuja.
Organized by Aides Small Project International (ASPI) in partnership with the Police Public Relations Committee (PCRC) and BusinessDay, the event introduced the “Ward-Centric Accounter Project,” a guide and training manual for establishing crisis mitigation and anti-terrorism centers.
According to Musa, the initiative emphasizes the integration of innovative technologies such as Open-Source Intelligence (OSINT) and prioritizing community-centered security strategies.
“As we launch this initiative, I urge us to reflect on our roles in nurturing a people-centric security network. Let us build a force that protects, listens, engages, and empowers,” Musa said.
He stressed the importance of collaboration, resilience, and professionalism in transforming security challenges into opportunities for growth and stability.
The Inspector-General of Police (IGP), Dr. Olukayode Egbetokun, represented by ASP Harrison Orurio, highlighted the persistent threat of terrorism and the need for deceptive, localized strategies rooted in security diplomacy and non-kinetic measures.
“This presentation underscores the role of civil-led programs and tools like OSINT in combating violent extremism effectively,” Egbetokun said.
Mr. Moses Owharo, President of the International Community of Africans in Diaspora (ICAD), emphasized the manual’s role in strengthening collaboration between security agencies and the public.
“Security is a shared responsibility. By fostering trust and cooperation, we can enhance intelligence-sharing, early warning systems, and community mobilization,” Owharo stated.
The workshop aims to reinforce the integration of community partnerships in addressing security challenges, positioning the Crisis Mitigation Centre-LW3098 as a symbol of innovative and united efforts toward national security.
