In a statement issued by his Chief Press Secretary, Festus Ahon, the governor described Kotor’s passing as a painful loss to the government and people of the state.

According to the Government House release, the late aide slumped during an event on Friday evening and was immediately rushed to a medical facility. However, efforts by doctors to revive him proved unsuccessful, and he was later confirmed dead.

“The late Sunday Kotor was wholly dedicated to his job. His passing is a huge loss, not only to his family but to the government and people of Delta State,” the governor said.

He extended his condolences to the deceased’s family, particularly his younger brother, Conference Kotor, who also serves as Senior Special Assistant to the governor on media.

Kotor was widely known for his role in protocol management and event coordination at Government House in Asaba, where he anchored official state functions for over two decades.

He served as Master of Ceremonies under successive administrations, including those of former governors Emmanuel Uduaghan and Ifeanyi Okowa, and continued in the role under the current administration.

A graduate of Mass Communication from Delta State University, Kotor hailed from Okwagbe in Ughievwen Kingdom, Ughelli South Local Government Area of Delta State.
