Senate Approves N1.8 Trillion FCTA Budget, 72% Earmarked for Capital Projects

The Senate has approved a total of N1.8 trillion for the 2025 Federal Capital Territory Administration (FCTA) Statutory Appropriation Bill.

The approval followed the presentation of the report of the Senate Committee on FCT by its Chairman, Senator Bomai Ibrahim (APC-Yobe), during plenary on Wednesday.

In his presentation, Senator Ibrahim disclosed that the Senate and the House Committee on FCT held joint sessions with the Honourable Minister of the FCT and other top officials to scrutinize and deliberate on the budget proposal.

He gave a breakdown of the appropriation, noting that N106 billion was earmarked for personnel costs, N352 billion for overheads, and a total recurrent expenditure of N502 billion. The capital expenditure was projected at N1.3 trillion.

According to him, the personnel cost accounts for 8.29% of the total budget, the overall recurrent component constitutes 27.69%, while capital projects take up a significant 72.31%.

Senator Ibrahim further explained that of the 72.31% allocated to capital projects, 85% was dedicated to ongoing projects, while 50% was directed towards new initiatives.

He noted that the ideal budgetary practice often recommends a 70:30 ratio for capital to recurrent expenditure, commending the FCTA for exceeding this benchmark.

“This shows that the structure of the budget is in conformity with the best practice,” he said.

Lending his support, Deputy Senate President, Senator Barau Jibrin (APC-Kano), lauded the FCTA leadership for its efforts in improving infrastructure within the territory.

He urged the Senate to support the minister and his team by approving the proposed budget, stressing that their commitment to development was evident.

Following deliberations, the Senate passed the 2025 FCTA Statutory Appropriation Bill.
