Ukraine Approves Temporary Residency for Foreign Military Volunteers

Ukraine has introduced a new legal framework granting temporary residence permits to foreigners and stateless persons serving in its armed forces, a move aimed at formalising the status of foreign fighters and improving their access to essential services.

The State Migration Service announced on Tuesday that President Volodymyr Zelenskyy has signed Law No. 4730-IX, adopted on December 17, 2025, which regulates the legal status of non-citizens serving under contract in the Armed Forces of Ukraine and other military formations.

Under the new law, foreign nationals and stateless persons who obtain a temporary residence permit will be officially recognised as legal residents of Ukraine. The permit will remain valid for the duration of their military service contract and for an additional six months after the contract ends.

Authorities said foreigners and stateless persons already serving in the Ukrainian military are required to apply for the permit within six months of the law coming into force. During this transition period, their legal stay in the country will be подтвержден (confirmed) through military registration documents or official service certificates.

Beyond legal recognition, the temporary residence status will grant holders full access to key services, including banking, notarial services, healthcare, and other social support systems in Ukraine.

The policy is expected to streamline the status of foreign volunteers fighting for Ukraine and ensure they are integrated into the country’s legal and social service systems while in service and during the immediate post-service period.
