Woman Arraigned on 19,000 Charges Over R500m Illegal Financial Flows in South Africa

A naturalised South African citizen, Zhang Ying Potgieter, has appeared in court on 19,097 counts linked to alleged illegal financial flows worth more than R500 million.

The 51-year-old appeared before the Palm Ridge Magistrate’s Court after her arrest earlier this week.

She faces charges of contravening the Exchange Control Act and was granted bail of R70,000 on Friday under strict conditions.

Her arrest followed an investigation by the Directorate for Priority Crime Investigation through its Serious Commercial Crime Investigation unit.

According to Gauteng Hawks spokesperson, Katlego Mogale, investigations revealed that Potgieter allegedly used her company, Blue Planet Travel Services Pty Ltd, to facilitate the movement of funds abroad while posing as a travel agency.

Mogale said the company allegedly used the eNett payment platform, which allows travellers to make bookings and payments through a Virtual Account Number, an automatically generated Mastercard number used for supplier payments.

The system can include payment parameters such as amount, currency, payment date and merchant, making it a secure payment method wherever Mastercard is accepted.

However, investigators allege that the company received large sums of money from more than 150 individuals and entities seeking to move funds out of South Africa without following the required legal procedures or paying the necessary duties and taxes.

“The funds were allegedly deposited into accounts owned, controlled or linked to the company,” Mogale said.

The Gauteng Provincial Head of the Hawks, Ebrahim Kadwa, warned that authorities remain determined to clamp down on illicit financial flows.

Kadwa said the Hawks would “fight tooth and nail to ensure that South Africa combats illicit financial flows and avoids grey listing.”

Potgieter is expected to return to court on April 21, while investigations into the matter continue.
