Russia, Guinea-Bissau Seal Deal on Resource, Infrastructure Development

In a significant move to bolster bilateral relations, Russian President Vladimir Putin and Guinea-Bissau President Umaro Sissoco Embalo have signed an agreement focusing on the exploration of natural resources and infrastructure development in Guinea-Bissau. The accord, formalized during President Embalo’s state visit to Moscow on February 26, 2025, aims to enhance cooperation in sectors such as mining, energy, and education.

The agreement encompasses the exploration of hydrocarbons, bauxite, and phosphate deposits, with Russian companies poised to assist in geological surveys and the development of these resources. Additionally, the pact includes provisions for collaboration in education and fishing industries, reflecting a comprehensive approach to strengthening ties between the two nations.

Notably, Russian metals tycoon Oleg Deripaska participated in the discussions, indicating potential Russian investment in Guinea-Bissau’s infrastructure projects. These projects may involve the construction of a railway and a deep-water port in the city of Buba, facilitating the efficient transport of extracted minerals and boosting regional trade connectivity.

President Embalo, who assumed office in 2020, has faced political challenges, including two alleged coup attempts, the most recent in December 2023. In response to these challenges, he has sought to strengthen international partnerships to promote stability and economic development within Guinea-Bissau.

This collaboration aligns with Russia’s broader strategy to expand its influence in Africa by forging economic and security partnerships. For Guinea-Bissau, the partnership with Russia offers an opportunity to develop its underexplored mineral resources and improve critical infrastructure, potentially leading to enhanced economic growth and regional integration.

As these initiatives progress, both nations anticipate that their strengthened cooperation will yield mutual benefits, contributing to the prosperity and stability of Guinea-Bissau and reinforcing Russia’s presence in the African continent.
