A new threat by Israeli Defence Minister Israel Katz has raised the stakes in the already devastating Gaza conflict, with the minister warning that the entire Gaza City could be evacuated and its population moved south if another Israeli soldier or civilian is abducted and taken into the Gaza Strip.
Katz issued the warning on Tuesday at a commemoration event for Israeli soldiers killed during the 1973 Yom Kippur War, saying Israeli intelligence had detected what he described as plans for another abduction.
“If even a single Israeli soldier or civilian is abducted, the entire city of Gaza with its houses and terror towers and its million inhabitants will be evacuated to the south,” Katz said.
He did not provide details of the intelligence behind the warning but directed the message at Hamas and those he identified as its supporters, specifically mentioning Iran and Turkish President Recep Tayyip Erdoğan.
Katz said Israel would respond to any new abduction in the same manner it had conducted its military operations during the Gaza war, signalling that another hostage-taking incident could result in a major escalation of military action.
The warning comes against the backdrop of heightened Israeli military vigilance in the Gaza Strip.
According to Israeli news portal Ynet, Israeli soldiers operating inside Gaza had been instructed to exercise greater caution amid concerns that Hamas could seek to retaliate following a series of targeted killings of senior figures within the organisation.
The report, however, could not be independently verified.
The shadow of October 7
Katz’s warning is rooted in the traumatic events of October 7, 2023, when Hamas and militants from other armed groups launched an unprecedented attack on Israel.
More than 250 people were abducted during the assault and taken into Gaza. According to the account provided, about two-thirds of those hostages were subsequently returned to Israel alive, while others were killed or died while in captivity.
The attack killed about 1,200 people in Israel and became the immediate trigger for the war that followed.
For Israel, the fate of the hostages has remained one of the most sensitive dimensions of the conflict. The possibility of another mass abduction therefore carries implications extending far beyond the immediate fate of those captured.
Katz’s latest statement suggests that Israel is seeking to deter Hamas from attempting another operation of this kind by making the potential consequences explicit.
A warning with consequences for Gaza’s civilians
The most striking element of Katz’s declaration is its scope.
Rather than threatening action limited to the suspected perpetrators of an abduction, the Israeli defence minister referred to the evacuation of an entire city and its approximately one million inhabitants.
Such a move would represent another large-scale displacement of civilians in a conflict that has already produced repeated population movements across the Gaza Strip.
The threat therefore places the civilian population at the centre of the potential consequences of any future hostage-taking incident.
Katz’s reference to the evacuation of Gaza City also underscores the extent to which hostage-taking has become intertwined with Israel’s wider military strategy in the territory.
A war with a mounting human toll
The warning comes as the Gaza conflict continues to exact a heavy human cost.
According to the Hamas-controlled health authority in Gaza, more than 73,900 Palestinians have been killed since the war began.
The figures do not distinguish between civilians and armed fighters, making it difficult to independently determine the precise civilian and combatant toll from the figures alone.
Nevertheless, the scale of the reported deaths illustrates the magnitude of the conflict that began after the October 7 attack.
The destruction has also transformed Gaza’s cities and displaced large sections of the population, while negotiations over hostages, ceasefires and the future of the territory have remained central to international efforts to end the conflict.
Deterrence or escalation?
Katz’s statement carries a dual message.
On one level, it is a warning intended to deter Hamas from attempting another abduction. By declaring that an additional kidnapping could trigger the evacuation of Gaza City, Israel is communicating that it considers the protection of its soldiers and civilians a national-security priority with potentially far-reaching consequences.
On another level, however, the threat illustrates the dangerous cycle in which an individual act involving a hostage could produce consequences affecting an entire urban population.
The reference to Iran and Erdoğan also broadens the warning beyond Hamas itself, suggesting that Israel views the hostage issue within a wider regional confrontation involving groups and states it considers supportive of Hamas.
For Gaza’s civilians, the prospect of another mass displacement adds another layer of uncertainty to an already devastated environment.
For Israel, the warning reflects the continuing sensitivity surrounding the events of October 7 and the possibility of another hostage crisis.
And for the wider international community, it is another indication that the unresolved hostage issue remains capable of triggering further escalation in a conflict whose human and political consequences have extended far beyond Gaza and Israel.
