North Korea Rejects Talks as Seoul Pushes Dialogue, Kim Expands Military Ties with Russia

North Korea has reiterated that it will not tolerate any violation of its sovereignty, maintaining a hardline stance despite renewed calls for dialogue from South Korea.

South Korean President Lee Jae-myung has предложed unconditional talks with Pyongyang, expressing hope that the two nations can ease tensions and “make the flowers of peace bloom.” However, the North has so far ignored these overtures and continues to label the South as its “most hostile” adversary.

Leader Kim Jong Un has doubled down on strengthening the country’s nuclear capabilities. In April alone, Pyongyang conducted four missile tests—the highest number in a single month in more than two years—signalling an escalation in its weapons programme.

Despite international isolation, there are signs of economic recovery in North Korea. Seoul’s unification ministry noted improving conditions as Pyongyang deepens trade and diplomatic engagement with key partners, particularly China and Russia.

Beijing remains North Korea’s primary economic lifeline, while ties with Moscow have grown significantly since Russia’s Russian invasion of Ukraine. In 2024, the two countries signed a defence agreement committing mutual military support in the event of an attack.

That same year, North Korea reportedly deployed thousands of troops to assist Russian forces, including in the western Kursk region, where they helped counter Ukrainian operations.

Recent visits by senior Russian officials to Pyongyang underscore the strengthening relationship, raising concerns among regional observers about shifting alliances and increased militarisation on the Korean Peninsula.
