Reason behind US Moves To Indict Former Cuban Leader Raul Castro

United States officials are reportedly seeking to indict former Cuban President Raúl Castro over the 1996 downing of civilian aircraft linked to the humanitarian group Brothers to the Rescue.

The proposed indictment, which would require approval by a grand jury, is expected to focus on Cuba’s alleged role in the shooting down of two planes operated by the exile group nearly 30 years ago.

The incident remains one of the most controversial moments in modern U.S.-Cuba relations, with some American officials continuing to push for criminal accountability decades later.

The development comes amid renewed pressure from the administration of Donald Trump on the Cuban government.

The Trump administration has threatened heavy tariffs on countries exporting oil to Cuba, a move that has reportedly worsened fuel shortages on the island after oil shipments were significantly reduced.

Trump has also continued to push for political and economic reforms in Cuba and previously hinted at the possibility of a “friendly takeover” of the country.

Although Castro officially stepped down as leader of Cuba’s Communist Party in 2021, he is still regarded as a highly influential figure in the country’s political structure.

Reports of the possible indictment surfaced shortly after CIA Director John Ratcliffe led a delegation to Havana on May 14 to deliver a message from Trump to Cuban officials and Raúl “Raulito” Guillermo Rodriguez Castro, the former leader’s grandson.

The 1996 aircraft shootdown has remained a sensitive issue between Washington and Havana, with renewed calls for legal action now placing Castro back in the international spotlight.
