Leaders of Brazil, Mexico and Spain have called for respect for Cuba’s sovereignty while committing to increase humanitarian assistance to the Caribbean nation amid a deepening crisis.

In a joint statement issued after talks in Barcelona, Brazilian President Luiz Inácio Lula da Silva, Mexican President Claudia Sheinbaum and Spanish Prime Minister Pedro Sánchez stressed the importance of international law and warned against actions that could worsen conditions on the island. The meeting took place during a broader summit of progressive leaders.

The three governments expressed “deep concern” over what they described as a serious humanitarian situation in Cuba and pledged to coordinate additional aid to help ease shortages of fuel, food and essential supplies.

Their statement reaffirmed the principles of territorial integrity, sovereign equality and the peaceful settlement of disputes, in line with the United Nations Charter. They also emphasised that the Cuban people should be free to determine their own future without external interference.

The move comes amid heightened tensions between Havana and Washington, with increased pressure and restrictions contributing to economic hardship and energy shortages on the island.

Speaking in Barcelona, Sánchez criticised rising global divisions and warned against policies that undermine international cooperation, framing the moment as a test for multilateralism and democratic values.
